| Abstract | Electronic Medical Records (EMR) are an application of information technology in health services aimed at improving service effectiveness, efficiency, and quality. This study aimed to determine the effectiveness of EMR use in improving the quality of outpatient registration services at Ingin Jaya Public Health Center, Aceh Besar, in 2026 based on the 5M elements: Man, Money, Method, Machine, and Material. This study used a descriptive qualitative method. The informants consisted of six people: one Head of Medical Records as the key informant and five outpatient registration officers as the main informants. Data were collected through structured interviews, direct observation, and analysis of EMR use. The results showed that registration officers had adequate ability to operate EMR, although regular training was still needed. Operational funding was available, but system maintenance and equipment upgrades still required budget support. EMR standard operating procedures were available, making the service flow more structured and effective. Computer equipment was in good condition, although unstable internet connectivity remained an obstacle. Patient data were stored completely and securely, while paper document use could be reduced. EMR implementation improved service speed, data recording accuracy, workflow efficiency, information accessibility, and patient satisfaction. It was concluded that EMR use based on the integration of the 5M elements was effective in improving the quality and efficiency of outpatient registration services. | 1 |
