| Abstract | The National Health Insurance (JKN) is a government program that began in 2014 that still has the potential for developing service aspects. Indonesia is one of the member countries of the United Nations (UN) that has been active in developing the UHC program implemented through the JKN program. Indonesia has a population of 262 million people with 300 ethnicities and 370 languages spread across 17,744 islands. Considering the target of achieving UHC is expected to be realized in 2030 in accordance with the target of sustainable development goals (SDGs). This study aims to Analyze the Success of the Universal Health Coverage (UHC) Program Achievement Using the Policy Triangle Model at the Central Tapanuli Regency Health Office in 2025. The type of research used in this study uses a descriptive qualitative method. This research will be conducted at the Central Tapanuli Regency Health Office and the research period is carried out from October 2025 to February 2026. The number of samples in this study is 8 informants. The UHC policy in Central Tapanuli Regency has a clear objective: to provide guaranteed health services to all residents without cost. UHC implementation involves various actors, including the Health Office, BPJS Kesehatan (Social Security Agency for Health), health care facilities, and the community. In general, each actor has carried out its role effectively according to its duties and functions. The context of UHC implementation in Central Tapanuli Regency is influenced by geographic, social, and economic factors. The vast and difficult-to- reach area presents challenges to equitable health services. The UHC implementation process has generally gone well, from outreach and participant registration to health services. The Central Tapanuli Regency Health Office should improve the availability of medicines and health facilities throughout the region. | id |
