| Abstract | Delays in submitting BPJS claims consist of a lack of human resources, both in quantity and quality. The cause of the delay in submitting claims for inpatient medical records for BPJS patients in 2026 at RSUD dr. M.Thomsen Nias was due to pending claims in 1 year totaling 51 cases out of the total in one year amounting to 6,716 cases. This research aims to determine the factors causing delays in claims at RSUD dr. M.Thomsen Nias based on 5M factors (Man, Material, Method, Machine, Money). The type of research used is qualitative research methods which aim to describe or analyze research results objectively, with data collection techniques using interviews, observation and documentation. The research results obtained by the researchers from 7 informants were: The Man Factor, because the officers did not receive training in making BPJS patient claims, as well as returning documents from the treatment room to the old BPJS room so that the claim process was delayed. Material factors, caused by records that were not filled in completely, forms that were not available, and supporting examinations were incomplete, resulting in the return of old medical records and the claims process was still conventionally based. Method factor, because the process of claiming medical record documents carried out by officers is in accordance with applicable policies/SOPs and evaluations are carried out but the return of medical records is not in accordance with the policy for returning medical record documents. The machine factor is due to the inadequate infrastructure at the RSUD dr. M.Thomsen Nias, thus becoming an obstacle in the process of claiming patient medical records. The money factor is because there is no reward system but there is a punishment system given by superiors when a claim is submitted late in the form of a warning letter to the officer. | 1 |
