Abstract ABSTRACT THE INHIBITING FACTORS IN THE ELECTRONIC MEDICAL RECORD TRANSITION FOR HEALTHCARE PROFESSIONALS AT UPT PUSKESMAS MEDAN LABUHAN Errica Furama, Pitto Pratiwi Malau, Bachtiar Wahab, Yunita Syahputri Damanik Institut Kesehatan Deli Husada Deli Tua e-mail : furamaerrica@gmail.com, Digital transformation in the healthcare sector is being massively implemented to support the adoption of integrated information systems in accordance with government regulations to improve the quality of healthcare services. However, the transition to electronic medical records (EMR) in primary healthcare facilities still faces various fundamental obstacles in the field. This study aimed to analyze the inhibiting factors in the EMR transition for healthcare professionals at the UPT Puskesmas Medan Labuhan. This study used qualitative approach with observational descriptive design. The research was conducted at the UPT Puskesmas Medan Labuhan from April to May 2026. Data were obtained through interviews, observations, and documentation studies involving healthcare workers engaged in EMR usage. Inhibiting factors in the EMR transition based on the 5M elements (Man, Money, Material, Machine, and Method) revealed a dual workload due to a hybrid system, uneven technical training, budget management centralized in administration while adapting to the transition into a Regional Public Service Agency (BLUD), the user interface of the EMR application still requiring adjustments and full integration (bridging) with BPJS P-Care, a lack of definitive Standard Operating Procedures (SOP) and specific SOPs for handling EMR technical issues, as well as computer infrastructure and internet network requiring upgrades. The EMR transition process at the Medan Labuhan Public Health Center is underway but remains sub-optimal due to these inhibiting factors. There is a need for regular EMR training, the prompt drafting of definitive EMR and troubleshooting SOP to streamline workflow, infrastructure strengthening (computer specifications and network), scheduling application maintenance outside of working hours, completing the EMR and BPJS P-Care bridging, and conducting periodic evaluations across all involved factors for a smooth EMR transition.
