| Abstract | The implementation of Electronic Medical Records (EMR) in primary health care facilities is a mandate of the 6th pillar of Health Transformation and Minister of Health Regulation No. 24 of 2022. UPT Puskesmas Tegal Sari has implemented the e-Pus infoKes application to replace the paper-based manual system to overcome constraints such as miss files, duplicate data, and service bureaucracy delays. Objective:This study aims to evaluate the role of EMR in improving the efficiency of health services at UPT Puskesmas Tegal Sari in 2026 in terms of time, service processes, and system analysis. Methods: This study used a descriptive qualitative design. Primary data were collected through structured in-depth interviews with 5 key informants representing registration staff, nurses, physicians, laboratory analysts, and pharmacists. Data validity was tested using triangulation of sources, techniques, and time. Data analysis applied the interactive model of Miles and Huberman (reduction, display, and conclusion drawing). Results: The implementation of EMR significantly reduced registration waiting time from 5–10 minutes to <1 minute per patient. Digital integration facilitates the flow of cross-unit coordination (polyclinic, laboratory, pharmacy) in real-time, minimizes prescription misreading through e-prescribing features, and prevents medical errors using the allergy alert system. From a system analysis perspective (Input, Process, Output, Feedback), e-Pus operations run effectively despite latent obstacles in the form of the need to maintain internet network stability and the adaptation period of human resource digital competence. Conclusion: The implementation of EMR at UPT Puskesmas Tegal Sari has successfully improved service efficiency, accelerated clinical workflows, and enhanced patient safety. | 1 |
