Abstract Staphylococcus epidermidis is a normal skin flora that can act as an opportunistic bacterium causing infections. One effort to prevent the spread of bacteria is the use of antiseptic soap. Along with the increasing public demand for practical products, paper soap has become an innovative soap preparation that is easy to carry and use. Basil leaves (Ocimum basilicum L.) are known to contain secondary metabolites such as flavonoids, alkaloids, saponins, tannins, and steroids, which have antibacterial potential. This study is aimed to formulate the ethanol extract of basil leaves into a paper soap preparation, evaluate its physical quality and stability, and test its antibacterial activity against Staphylococcus epidermidis. An experimental study was conducted with extract formulations at concentrations of 30%, 35%, and 40%. The evaluation included organoleptic tests, pH, foam height, weight uniformity, washability time, preparation stability test for 4 weeks, and antibacterial activity testing using the disc diffusion method, which was analyzed descriptively and statistically using One-Way ANOVA. The results showed that all formulas met physical quality requirements but were not yet stable during storage. The average inhibition zone diameters at concentrations of 30%, 35%, and 40% were 20,6 mm, 21,56 mm, and 22,66 mm, respectively, while the positive control was 24,96 mm. The formula with a 40% extract concentration exhibited the best antibacterial activity. Thus, paper soap containing ethanol extract of basil leaves has the potential to be developed as an antibacterial preparation against Staphylococcus epidermidis 1
