| Abstract | HIV case detection is the initial strategy in achieving the 95-95-95 target towards Ending AIDS by 2030. Partner notification is one of the innovative strategies in accelerating HIV case detection so that the first 95 achievement can be accelerated quickly and optimally. The purpose of this study was to analyze the low partner notification rate among people living with HIV/AIDS at the Tomuan Community Health Center in Pematangsiantar City. The informants in this study were 13 people. The research method used in this study was qualitative with a phenomenological approach. This study was conducted through in-depth interviews with one counselor, 10 people living with HIV and two NGOs/Peer Support Groups (PSGs). Factors that resulted in low partner notification rates were the high number of rejections of partner notification agreements by index patients due to fear of being abandoned by their partners as well as fear of stigma and discrimination. Health worker counselors and peer communities were very influential in supporting index patients to be able to accept partner notification offers and immediately take their partners to get their HIV status checked. Healthcare workers and peer counselors collaborated directly in discussions to provide education and support to index patients regarding partner notification. | 1 |
