| Abstract | The development of information technology in healthcare has encouraged Social Guarantee Health Administration (in Indonesia BPJS) to provide the Mobile National Health Insurance (in Indonesia Mobile JKN) application to facilitate participants in accessing healthcare services. The application is expected to improve administrative service time efficiency through easier access to services, online registration, and faster, more accurate health information. However, its effectiveness in improving administrative service time efficiency requires further investigation. Therefore, this study is aimed to determine the effect of Mobile National Health Insurance application utilization on the efficiency of administrative service time among outpatients at Sembiring General Hospital Deli Tua in 2026. This quantitative study used a cross-sectional design. The population consisted of outpatients using the Mobile National Health Insurance application. Samples were selected through purposive sampling, resulting in 67 respondents. Data were collected using questionnaires and analyzed using univariate and bivariate analyses with the Chi-Square test at a 95% significance level (α = 0.05). The results showed that Perceived Usefulness (p = 0.035), Perceived Ease of Use (p = 0.039), System Quality (p = 0.003) and Information Quality (p = 0.038) significantly affected administrative service time efficiency. The study concluded that Mobile National Health Insurance application utilization, measured through Perceived Usefulness, Perceived Ease of Use, System Quality and Information Quality, significantly affected the efficiency of administrative service time among outpatients at Sembiring General Hospital Deli Tua. Therefore, the hospital is expected to optimize Mobile National Health Insurance application utilization and improve system and information quality to support more effective and efficient administrative services.
